Donna joined Moore-Biser in 2023, with over 35 years of litigation experience in both the public and private sectors. During her career in public service, Donna was general counsel for the West Virginia Offices of the Insurance Commissioner and an Assistant Attorney General where she gained extensive experience in human rights cases, administrative law, legislation and insurance regulation.

As a practicing attorney in the private sector, Donna has defended clients representing local and national companies, insurance companies and their insureds, and state and local government entities on a wide range of legal matters. She has successfully tried cases to verdict in West Virginia and has argued cases before the West Virginia Supreme Court of Appeals. The primary focus of her practice is civil litigation defense.

Donna has been a member of the West Virginia State Bar since 1987 and is a member of the Defense Trial Counsel of West Virginia. She is admitted to practice law in all West Virginia state courts as well as the United States District Court for the Northern District of West Virginia, the United States District Court for the Southern District of West Virginia and the United States Court of Appeals for the Fourth Circuit.
