Rita Massie Biser is a founding member of Moore-Biser. She has extensive expertise representing hospitals, physicians and health care providers in complex matters brought under West Virginia’s Medical Professional Liability Act (MPLA). Likewise, Ms. Biser has more than two decades of litigation and trial experience representing market-leading businesses in personal injury defense, premises liability, wrongful death, employment law and nursing home litigation.

Rita is an exceptional trial attorney and litigator and has been named in “Best Lawyers in America” from 2010 to 2022, specifically recognized for her work in Insurance Litigation and Medical Malpractice. She previously served two terms on the Board of Governors of the Defense Trial Counsel of West Virginia and has been named in Cambridge Who’s Who Registry of Executives, Professionals and Entrepreneurs. She is a member of the West Virginia State Bar and the Defense Research Institute. Rita is admitted to practice before the West Virginia state courts and the United States District Courts for the Southern District and Northern District of West Virginia.

Rita is a native of western West Virginia. She received her Juris Doctorate degree from the West Virginia University College of Law where she was inducted into the Order of the Coif and was a recipient of the Patrick Duffy Koontz Award (top 5% of her law school class). While in law school, Rita was a member of the West Virginia Law Review where she served as the Executive Editor of the National Coal Issue. She graduated magna cum laude from Marshall University with a Bachelor of Arts degree in both Criminal Justice and Psychology.
